Spanish police refuses to acknowledge gender change of candidate

A police candidate in Madrid unsuccessfully attempted to pass the exam designed for women. The male officer-to-be claimed to be a woman.
The candidate even presented a notarial document that stated that he felt like a woman. That is the only requirement to be met for a legal gender change under the new trans law in Madrid.
Yet, the Torrelodones City Council refused to go along with this reasoning, El Mundo reports. Even though it is sufficient to present a wish for gender change to become a woman, the man does not meet all the law requirements, the Torrelodones Councilor for Security, Victor Arcos, explained.
Register
The 44th article of the new transgender law stipulates that anyone who wants to change his legal gender should present two entries into the registry to prove his gender change. And there should be at least three months between these entries in the register and the moment that the legal effects of the gender change come into force.
The latter was not the case for the police candidate. As the trans law was approved in February, not enough time has passed for the legal effects to come into force.
Personality test
Therefore, the applicant was obliged to take the physical test designed for males.
He had started his procedure as a male as well. In this gender, he passed the personality and psychothesis test. However, on the day of his physical exam, he came up with his gender change.
